L. Richard Fischer is one of the foremost authorities on financial privacy in the United States. He is a partner of Morrison & Foerster and practices in the firm’s Washington, D.C. office. For over 35 years, he has advised financial institutions and other companies across the United States on the full range of financial services, payment system and retail banking issues. His practice has a special emphasis on privacy, data security, technology and joint venture issues. Mr. Fischer has been named one of Washington’s top banking and privacy lawyers by the Washingtonian magazine (2004); he also is listed in The Best Lawyers in America (2006-2008) and Washington Super Lawyers (2008) as a leader in the field of banking law. He was named in the Chambers USA Guide to America’s Leading Business Lawyers as a leading lawyer in financial services law (2006-2008) and in privacy and data security (2008). Mr. Fischer has written and spoken extensively on various aspects of financial services law. In addition to his treatise on privacy and information practices, The Law of Financial Privacy, Mr. Fischer also is Editor-in-Chief of the Privacy and Information Law Report.

Mr. Fischer received his BA degree from the University of San Francisco in 1965 and his JD degree from Hastings College of Law, University of California, in 1970.
