A proposal to reform the Real Estate Settlement Procedures Act (RESPA) is expected to be published this month for comment. The 271-page proposed plan is significantly broader than earlier versions and proposes extensive changes. Because the plan is more sweeping than expected, many industry officials are concerned that the new proposal complicates the process.
