L. Richard Fischer is one of the foremost authorities on financial privacy in the United States. A partner in the national law firm of Morrison & Foerster LLP, Mr. Fischer for over 25 years has advised a variety of banks and other financial service providers across the United States and internationally. Mr. Fischer currently advises a wide range of diversified financial services organizations on the full spectrum of banking law and strategic planning issues.
Mr. Fischer received his BA degree from the University of San Francisco in 1965 and his JD degree from Hastings College of Law, University of California, in 1970. He became a partner of Morrison & Foerster in 1976. He has lectured extensively on a wide range of financial services issues, particularly financial privacy and electronic transactions.
